to deliberately & egregiously cause the author a financial & economic detriment by allegedly abusing her position of authority.
The alleged corrupt Paul Hopkins is alleged to be complicit in the deliberate waste of taxpayer funds (maladminstration) which caused a significant detriment to vulnerable NSW state schools.
Background:
In 2010 the author made complaints concerning maladminstration resulting from NSW Procurement activities which was ripping off NSW state school.
These complaints made by the author were initiated by NSW school customers directly complaining to the author as they were too afraid to make those complaints directly to NSW Dept. of education for
a. fear of reprisals and
b. failure of the dept. to act in the interest of NSW schools
(NOTE: “sales commissions” were being earned by the dept. on DEC procurement activities.This provides the DEC procurement directorate with a clear conflict of interest)
Despite knowing of this maladminstration (evidence released by Freedom of Information / GIPA applications),senior DEC officers made false statements rejecting the maladminstration complaints,including the alleged corrupt Paul Hopkins.
The author persisted in these complaints as they were legitimate & credible.Also supporting those NSW school complaints was ICAC’s review of gov. procurement in July 14,2011
“Corruption rife in NSW Procurement”
Unknown to the author,a principal senior officer associated with this author’s complaints,the alleged corrupt Paul Hopkins,DEC Chief Procurement Officer,authored DGS12/613 Repeat Writer proposal to Minister Piccoli in August,2012
The alleged corrupt Paul Hopkins had a blatant conflict of interest in authoring the DGS12/613 notice as this authors complaints included the alleged corrupt Paul Hopkins procurement directorate.
This author alleges that as a result of the alleged corrupt nature of DGS12/613,Adrian Piccoli is likely to have misled ministers (possibly parliament) who received copies of the DGS12/613 notice.
The effect of DGS12/613 was to ensure that any legitimate complaints made by this author against any agency of officers was dismissed,irrespective of what substantiating evidence was provided.
The effect of the alleged corrupt Paul Hopkin’s DGS12/613 notice is also alleged to have protected the alleged corrupt Paul Hopkin’s replacement,the alleged corrupt Jo Bailey from her alleged corrupt INJURIOUS FALSEHOOD perpetrated against this author.
Although DGS12/613 was authored by the alleged corrupt Paul Hopkins in April 2012,this author only found out about DGS12/613 in late 2017 during forced NCAT review proceedings where another alleged corrupt DEC officer,Elisse Stathis,Information Access Unit Manager,blatantly misused DGS12/613 to compromise a GIPA application made by this author in 2014.
This author did not
receive any notice of DGS12/613 when approved by Minister Adrian Piccoli
