• April 8 & 9 2018 Two formal complaints concerning the alleged corrupt Paul Hopkins submitted by webform from Stokes’s webpage (no response received to date)
• April 13,2018 GIPA application posted to Minster Rob Stokes at 52 Martin Place Sydney
• April 30,2018 Second copy of the GIPA application sent by registered post to Stokes /
Stokes’s office
• June 12,2018 Two further copies (third & fourth) of the GIPA application sent by registered post to Stokes / Stokes’s office
• July 17,2018 Further copy (fifth) of GIPA application couriered to Stokes
• August 16,2018 GIPA application faxed to both ministerial office of Stokes and his electoral office Fax.No.s 9339 5554 & 9999 0922

- 3.Alleged corrupt conduct
a. FACTS: - The DPC mailroom confirms delivery of those registered posted articles of April 30 & June 12,2018
- Those documents of April 30 & June 12,2018 were sought access to
- The Nov.5,2018 decision by the alleged corrupt Stokes is that those documents are not held
b. GIPA Act 51.2 imposes a statutory obligation for an initial decision by Stokes within 5 working days from receipt of the GIPA access application.
Stokes blatantly ignored those Sect.51.2 statutory obligations required for those access applications confirmed received for GIPAs 2,3,4 & 5
c. GIPA Act 57 imposes a statutory obligation for a final decision by Stokes within 20 working days from receipt of the GIPA access application.

f. GIPA Act 51.1 imposes a statutory obligation for a response to what appears to be an access application
Stokes blatantly ignored those Sect.51.1 statutory obligations required for those 39 access applications faxed to both his office & his electoral office
g. Documents from Decipha substantiate that those registered posted documents were received by Stokes’s office.Stokes has refused to provide access to those documents.
Stokes is alleged to have perpetrated a GIPA Act Sect.120 Offence
Stokes is alleged to have perpetrated a GIPA Act Sect.117 or 118 Offence
h. GIPA access application documents constitute State Records as defined under the States Records Act.
The alleged corrupt Stokes is alleged to have destroyed state records or directed the destruction of those state records
i. It took almost 7 months for the alleged corrupt Stokes to respond to the applicants GIPA applications in which time the applicants GIPA Act rights were egregiously abused
The conduct of the alleged corrupt Stokes blatantly breaches:

- the public trust placed in legislators to uphold those laws enacted by parliament
- The alleged corrupt Stokes forced the applicant to make an unwanted NCAT review and further wasted considerable public funds in the resulting unwanted litigation.
The alleged corrupt Stokes is also alleged to have breached the model litigant policy required by government agencies.
